“Mittelalter trifft Einkaufszentrum” – auch ein Weg für mehr Kommunikation für eGovernment?

Warum e-Government noch nicht so erfolgreich ist, wie wir alle, die daran beteiligt sind, es uns eigentlich wünschen, dafür gibt es vielschichtige Gründe. Einer dieser Gründe ist aber sicherlich in der fehlenden Kommunikation zu suchen. Kommunikation zu den verschiedenen Themen, die wir mit eGovernment verbinden, und die für den Fortbestand und die Zukunftsfähigkeit unserer Verwaltung so wichtig sind.

Viele Menschen, die IT-Lösungen aus und um die Verwaltung nutzen könnten, wissen oftmals gar nicht, was heute schon möglich ist. Das betrifft nicht nur den Bürger, sondern vor allem auch die Unternehmen, die ja bekanntlich viel öfter den Kontakt zur Verwaltung pflegen müssen. Hier haben oft gerade die kleineren Unternehmen Nachholbedarf.

Das Problem liegt zum Teil im traditionellen Aufbau einer Verwaltung begründet. So etwas war und ist bis heute in der Verwaltung nicht vorgesehen. Verwaltung hat Aufgaben abzuarbeiten und für den Staat wahrzunehmen sowie  Leistungen zu erbringen. Aber NICHT darüber zu sprechen. Klar, es gibt eine Pressestelle, aber die hat – der Name sagt es schon – grundsätzlich andere Aufgaben. Es liegt auch am föderalen System bzw. dem ihr zugrunde liegenden gegliederten Aufbau. Dieses Problem geht einher mit der Problematik des (oftmals) schwierigen Findens. Wenn ich auf der Seite einer Kommune unterwegs bin, finde ich nicht sofort den link zu beispielsweise „ELSTER“ oder anderen Angeboten, die gerade nicht in den Aufgabenbereich der Kommune fallen. Elster als das vom Bayerischen Landesamt für Steuern für alle Finanzämter in Deutschland betriebene Angebot im Rahmen der Steuerverwaltung ist aber ein schönes Beispiel für – sagen wir mal – nicht ganz glückliche Kommunikation. Die „diebische“ Elster als Sinnbild und Name für das staatliche Steuerportal kann witzig sein, kommt aber vielleicht nicht bei jedem so an. Egal, ein Name, der mittlerweile anerkannt und akzeptiert ist.

Manchmal ist Werbung für die Angebote des Staates einfacht schlecht platziert (siehe dazu auch den Beitrag “Oh Welten, wie liegt ihr doch auseinander…” – (M)ein Erlebnis mit der wahren Verwaltung„), manchmal auch einfach nur nicht mehr zeitgemäß: Vor ein paar Monaten wurden an offiziellen Plätzen in Berlin und Brandenburg die sog. „ELSTER“-CDs verteilt. Ein Schelm, wer böses dabei denkt…

Aber hören wir auf in den Fehlern der Vergangenheit zu stöbern. Schauen wir nach vorne. Es gibt aber auch gute Beispiele: Vor kurzem sind Müllwagen mit Hinweisschildern zur sog. „einheitlichen Behördenrufnummer 115“ plakatiert worden. Eine schöne Aktion, aber leider noch zu knapp übers Land verteilt.

Ich bin gestern bei Twitter (dank an Raymond_de) über ein schönes Beispiel gestolpert. Das Rijksmuseum in Amsterdam öffnet bald wieder und hat sich eine schöne Aktion dazu ausgedacht: „Mittelalter trifft Einkaufszentrum“ (siehe dazu das Video). Menschen werden dort zur Neueröffnung des Museums angesprochen, wo sie heute – zumeist – anzutreffen sind: Im lokalen Shopping Center. Und zwar mit einem kurzen und witzig gemachten Schauspiel, das neugierig macht. Das Lust macht auf “Mehr” – auf mehr Kultur. Die Macher wählen hier nicht nur den Weg über das Internet, nein, sie sprechen die Menschen direkt an. Aber die Aktion kann – weil gefilmt und als Video verfügbar – über eben dieses Internet geteilt werden. Allein in den ersten Tagen wurden knapp über 280.000 Abrufe bei youtube gezählt. Das ist eine Zahl, die man auf traditionellem Wege und mit Hilfe herkömmlicher Methoden so schnell nicht erreicht. Und wenn, dann wird es richtig teuer. Und Geld ist – zumindest für Kommunikation und Werbung in der Verwaltung – nirgendwo vorhanden. Einer der Gründe, eGovernment Angebote zu nutzen, ist aber in den Effizienzgewinnen – und den damit verbundenen Einsparpotentialen – zu sehen. Irgendwie ein Teufelskreis. Aber in Kooperation mit lokalen Unternehmen oder auch mit Schauspielschulen und Kunsthochschulen oder Unis und ähnlichen Institutionen sollte so etwas doch auch bei uns möglich sein.

Wir brauchen mehr Medien, die die Themen rund um eGovernment, um  die Modernisierung unserer Verwaltung aufnehmen und kommunizieren. Klar, das ist alles nicht sexy oder spannend. Aber ein schönes Beispiel dazu, wie es gehen kann, ist bei OE1 in Österreich im Rahmen der Reihe “Open Innovation” zu finden. Hier werden aktuelle Themen rund um „openes“, neuen Beteiligungsformen oder auch nur Trends im Internet und die daraus resultierenden Möglichkeiten dargestellt – und für den „normalen“ Hörer einfach aufgearbeitet. Einfach mal reinhören, lohnt! Gerade das Radio als Medium kann und sollte hier – auch mit den veränderten technischen Möglichkeiten wie etwa Podcasts – stärker genutzt werden.

Es gibt viele Beispiele, wo ich mir mehr Kommunikation und Marketing gewünscht hätte. Aber lasen wir das und nehmen uns einfach für die Zukunft vor, auch eine solche Aktion wie in Amsterdam zu probieren. Ok, manche Themen sind schwer zu vermarkten, aber dafür gibt es ja Kommunikationsprofis. Die haben schon ganz andere Produkte und Lösungen vermarktet. Also, unter dem Motto „Mittelalter trifft Einkaufszentrum“ sind Ideen für eGovernment Kommunikation gefragt. Woran denkt ihr?

  1. Ich denke an die diversen Werbefilchen zu D115, die mit Aufrufzahlen zwischen 200 und knapp über 4.000 vor sich hin dümpeln. Leider ist halt, wie du schreibst, das meiste nicht sexy oder spannend. Und ein „getanztes Ummeldeformular“ erschließt sich Bürgerinnen und Bürgern auch weniger als der Bezug zwischen Schauspiel und Museum.
    Neben der Herausforderung der Kommunikation sehe ich aber auch noch das Problem, dass viele E-Government-Themen fachlich einfach stehen geblieben sind: Dinge, die schon vor Jahren in den Webportalen kein Erfolg waren, wurden zunächst auch mit Government 2.0 nicht zum Fliegen gebracht, dann in ebenso unattraktive Apps geflanscht und nun hofft man, ihnen zum Durchbruch zu verhelfen, indem man noch „irgendwie“ Open Government drauf klebt. Da bleibt dann nur der viel zitierte Schlaglochmelder oder nicht funktionierende Müllentsorgungsfinder. So wir das aber nichts …

      Frage ist nur, wie kommen wir aus dem Dilemma raus? Ich will für die Zukunft irgendwie eine starke und steuernde Hand mit Weitblick. Sonst machen wir beim Thema cloud wieder die gleichen Fehler, die du schon oben aufgezahlt hast. Aber auf mich hört ja keiner… 😉

      1. By the way: so viele „Werbefilmchen“ zu D115 kenne ich gar nicht… Vielleicht sammeln wir mal alle eGov Werbeangebote? Da scheint es doch mehr zu geben, als ich/wir alle so annehmen… Wie gesagt, die DsiN Aktion zu Sicherheit und so fand ich sehr gelungen, aber war auch schön teuer…

  2. Das ist der richtige Ansatz! Wir brauchen mehr E-Government-Marketing! Genau aus diesem Grunde haben wir in Moers Ende letzten Jahres genau zu diesem Thema ein Projekt mit der Hochschule Rhein-Waal angestoßen (http://blog.moers.de/2012/11/15/e-government-projekte-mit-der-hochschule-rhein-waal). Glückicherweise absolviert eine Studentin aus dem Projekt nun ihr Praxissemster bei uns und treibt das Thema weiter voran.
    Dabei geht unser Blick in mehrere Richtungen:

    a) Überprüfung der Usability der Webiste (es geht ins Labor!)
    b) Klassiches Marketing (ja, ja die guten alten Flyer)
    c) Ab in die Community (z.B. EGov-Sprechstungen etc.)
    d) Nutzung von Videos und Web 2.0

    Gerade mit Videos werden wir versuchen, vielen Menschen vielleicht kompliziert erscheinende Dinge möglichst einfach zu erklären. Erstes Beispiel: Wie fülle ich eine PDF-Formular aus:

    1. Machmal wird mir da ein bisschen zu viel drüber „geredet“, aber grundsätzlich stimmt das schon. Das machen sie wirklich klasse. Da waren die Kollegen aus Österreich schon immer besser. Habe schon vor Jahren beim Durchfahren Radiowerbung zu eGov gehört – damals (wie heute) leider unvorstellbar in Deutschland… Aber es kommen ja auch andere Zeiten 😉

  5. Ich sehe da grundsätzlich schon eine Entwicklung in die Richtige Richtung, nur eben langsamer, alss gerade wir Netizens uns das wohl wünschen. Dabei können wir wohl noch froh sein, wenn man sich mal ansieht, wie Frankreich vor ca. 15 Jahren komplett die Entwicklungen im Internet verschlafen hat, da nagen die noch heute dran.
